There are approximately 100 designated arts and cultural districts throughout the United States, but Rhode Island is only the second state to legislate tax-free zones for artists in them; Maryland is the other. In some arts districts, cities have authorized zoning variances to permit artists to live and work in area buildings -- tax credits to developers are often used to keep rents or purchase prices below market value -- but Maryland and Rhode Island are unique in their willingness to provide tax havens to artists as an inducement to repopulate the downtowns.

In the most impressive surge for the job market since the middle of last decade, the U.S. added 243,000 jobs in January, far more than economists expected. The unemployment rate dropped to 8.3%, the lowest in 3 years. Hiring accelerated across the economy and up and down the pay scale. The high-salary professional services industry added 70,000 jobs, the most in 10 months. Manufacturing added 50,000, the most in a year.

Harbor Point, a development project led by bakery magnate and developer John Paterakis Sr., will be the site of the headquarters for the combined Constellation-Exelon company if the proposed merger is completed, the energy giants announced.

The legislation, which will have Republican co-sponsors in the House and Senate, would direct $50 million to increase the number of experimental drugs that enter the FDA approval pipeline. To receive a grant under the program, private companies would have to put up $2 for every $1 spent by taxpayers.

Award-winning actors, filmmakers and film crews will soon descend on several locations in and around the Baltimore area to film the Netflix series House of Cards. Originally broadcast by the BBC in 1990, the political thriller starring Kevin Spacey and directed by David Fincher, who also directed The Girl with the Dragon Tattoo, The Social Network, is being rewritten to fit Washington, D.C. as the backdrop.  With Baltimore’s vast inventory of locations and architecture, the City is able to easily transform into the nation’s capital with a touch of film magic. Production starts this spring and will continue into the fall.
